Malaysian businesses can still use AI on WhatsApp for defined work: approved answers, collecting enquiry details, and handing a conversation to a person. Meta’s 15 January 2026 terms allow general-purpose AI assistants on the WhatsApp Business Platform only where Meta is legally required to permit them. Malaysia is not in that exception. A ChatGPT-style open assistant is the restricted case, not a shop’s first-line reception.
What changed on 15 January 2026
Meta updated the WhatsApp Business Solution Terms on 15 January 2026. In its developer note on AI Providers, it defines that group as providers of AI or machine-learning technology, including large language models and general-purpose AI assistants, who provide certain services on the WhatsApp Business Platform.
The same note says AI Providers may offer general-purpose AI assistants on the platform only where Meta is legally required to permit that use. That is a restriction on open-ended assistants distributed through the Business Platform. It is not a ban on every business using AI to help with its own customer enquiries.
Confirm the current wording on Meta’s terms and the AI Providers page before you change a live number. This article is an operator reading of those pages on 11 September 2026, not legal advice.
General-purpose assistant versus business reception
The practical test is what the customer can ask, and what the assistant is allowed to do. If the number behaves like a public chatbot that will discuss any topic, it looks like a general-purpose assistant. If it only handles that business’s approved questions and then stops, it is reception work.

What this means in Malaysia
Meta’s AI Provider charging note lists markets where it has been legally required to permit general-purpose assistants, with dates that covered Brazil and a set of European countries. Malaysia is not on that list.
For a Malaysian shop, clinic or agency, the useful reading is: do not put an open personal AI on a business WhatsApp number. Do keep the assistant inside the work the business actually does. Ask for the area and number of units. Hand a quote, complaint or special request to a person. That is the same boundary we already use in setup.
The free WhatsApp Business app is a different product from the WhatsApp Business Platform. Quick replies on the app are not the same as Cloud API automation. If you are unsure which one you have, check the number with your provider before turning on AI replies.
A separate fee change from 1 October 2026
Meta also published a later pricing update for non-template messages. From 1 October 2026 it will charge service messages sent in the 24-hour customer service window. Those messages can be written by a person or by a third-party AI. This is a messaging fee for ordinary business replies, not the AI Provider restriction above.
Meta says service-message rates follow the same market rate cards as utility and authentication messages, and that it would publish the rates taking effect on 1 October 2026 by 1 September 2026. Check the current Malaysia figures on Meta’s pricing pages. Do not treat an old “free inside 24 hours” assumption as still true after that date.

What to check before you switch on AI replies
Write down the questions the assistant may answer, and the questions it must pass to a person. Keep prices, stock, appointment slots and compensation out of automatic replies unless a person has confirmed them.
Use the business’s own WhatsApp number and approved information. Do not present the assistant as a general AI that can “help with anything”. If a customer asks something outside the service, say that a person will continue.

Did WhatsApp ban all AI chatbots in 2026?
No. Meta’s 15 January 2026 terms restrict general-purpose AI assistants on the WhatsApp Business Platform except where Meta is legally required to permit them. AI used for a defined business task, such as answering approved questions and handing over to a person, is a different use from an open ChatGPT-style assistant.
Can a Malaysian shop use AI to answer WhatsApp enquiries?
Yes, if the assistant stays inside that shop’s approved information and hands decisions to a person. Malaysia is not in Meta’s listed exception for general-purpose AI Providers. An open assistant that will talk about anything on a business number is the risky pattern.

Will AI replies still be free after 1 October 2026?
Not as a default. Meta says it will charge service messages from 1 October 2026, including replies from a person or a third-party AI, using market rates published on its pricing pages. Confirm the current Malaysia rate. This fee is separate from the general-purpose AI Provider restriction.
